Charles started his career in public accounting in 1974 and founded CCIF CPA Ltd (formerly known as Charles Chan, Ip & Fung) in 1980. In the mid-eighties, Charles began to be very active in promoting his CPA practice in mainland China as the Chinese government adopted open door policy. Over time, Charles became very conversant not only with the Chinese culture and the business environment, but also with the way of doing business in mainland China and with mainland Chinese.

Against this backdrop, since 1997, Charles has been serving as a member of the 9th, 10th and 11th Selection Committee of the Hong Kong Deputies of The National People's Congress, PRC, and a member of the 9th, 10th and 11th CPPCC, Guangzhou Municipal Committee, and is now a Standing Committee Member of the 11th CPPCC, Guangzhou Municipal Committee, and a Deputy Executive Committee Member of the Guangzhou Municipal Committee Hong Kong Members Association Ltd. From 1995 to 2000, he was a member of the Selection Committee for the First Government of the Hong Kong Special Administrative Region.

Charles also participates actively in public and community services in Hong Kong. Charles and his firm act as honorary auditors and/or treasurers for many charitable, professional and social service organizations. He was previously a member of the Hong Kong Trade Development Council Professional Services Advisory Committee, a member of the Disciplinary Panel of HKICPA, a lay member of the Solicitors Disciplinary Tribunal Panel of The Law Society of Hong Kong, and a lay member of the Insider Dealing Tribunal in Hong Kong.

Over the course of many years, Charles’ CPA practice has expanded to cover a comprehensive range of services such as audit, taxation, accounting, corporate service and business consulting. In recent years, Charles has been assisting his clients in listing exercises and other fund raising activities in Hong Kong and other major capital markets.
